Cascading WMTS not finding when trying to display layer

Geoserver 2.25.2

I successfully created a cascading WMTS store and created a layer from it. However, when I try to display the layer either on a map, or in layer preview, all I get are red crosses and “Error rendering coverage on fast path
No tiles found in the requested extent.”

That said, the getCapabilities for the WMTS seems odd. template url looks like TMS rather than WMTS.

New Zealand DEM Hillshade This layer contains the New Zealand DEM Hillshade, which is an amalgamation of the most current LiDAR surveys, and the NZ 8m Digital Elevation Model (2012) where there is no LiDAR coverage. It is current as at the most recent Published date found in the History tab. The style is suitable for cartographic purposes.

Gaps in the 1m LiDAR coverage are covered by the NZ 8m Digital Elevation Model (2012).

The most recent LiDAR DEM data can also be accessed from the NZ Elevation public S3 bucket via the link below, which is automatically updated when new elevation layers are added.

Data management and distribution is by Toitū Te Whenua Land Information New Zealand. Management of this layer is ongoing and it will be updated with newer data as it becomes available.

Data comprises:
• 400+ GeoTIFF tiles in NZTM2000 projection, merged from a variety of source surveys and tiled into the LINZ 1:50,000 tile layout.

NZ Elevation - Registry of Open Data on AWS, specifically at s3://nz-elevation/new-zealand/new-zealand/dem-hillshade/2193/. This is the data source and at this location it is LERC compressed and made available as Cloud Optimised GeoTIFFs.
