Data Bases and GRASS

Over the last few months we
have been experimenting with MapInfo, which is not too expensive (we
payed around $1500), runs very nice on a PC under Windows and does all
the magic tricks you're asking with a simple set of dBase files and
imported DXF-layers. It performs all kinds of queries you can imagine on
your database, and even has some minor GIS-analysis capabilities; just
fine for people like your boss, I'd imagine. If you're interested, mail
me.

I am using MapInfo's MapServer & MapEditor, and have found them to be quite
feature rich and valuble.
