Cygwin shared libraries are always .dll (well any I have ever seen and
certainly the GRASS ones).
Anyway, does the file libgrass_gis.dll exist on your system?
Perhaps the PATH variable has come unset similar to the recent problems
on
Debian (why the grass-run.sh script was introduced). Perhaps changing
d.m
to launch ps.map using grass-run.sh would fix the problem (PATH is the
equivalent of LD_LIBRARY_PATH on Cygwin)
