You have a couple of options to propose and / or fund such idea and make sure it becomes part of the software core functionality. Here are some options, but there are other ways for sure:
- Write a proposal in the developer WIKI (http://trac.osgeo.org/project/geonetwork) and discuss it on this list.
Once you have done that and find common agreement within the developer group (at least the sense that this is something others are also interested in) you have to make sure you have the resources to implement it. Resources can be developer capacity or funds to hire development capacity.
- Propose the proposal for voting to the PSC (project steering committee) on this developer mailing list and get it accepted.
- Develop the enhancement yourself (or have another software developer do that for you) and make a pull request (git) to have a core developer integrate it into trunk (the development of the software takes place on trunk on Github). For integration in trunk by a core developer you may need to fund his time, depending on how big and complex your enhancement is. It makes sense to also discuss this while developing the proposal to avoid surprises. Core developers will usually quickly accept small changes with bug fixes or translations, but more involved enhancements often requires some for them to be able to do this.
- You also have the option to develop your proposal and code through a GeoNetwork developer with commit rights on trunk. This makes sense if you want something to be implemented quite fast and let that developer advice you on what is likely to be accepted to trunk and what is unlikely / unfeasible. Most core developers can help with that, so it is up to you to ask. They can then make you an offer for the work. At least devs from CamptoCamp, Titellus and us at GeoCat offer this.
It would be nice to also see people come up with small crowd funding actions to fund developments as yours if you find common ground and have insufficient funds available yourself.

A more etter enhancement could be is tha user (the owner or supervisoer)
could himself choose what information should be put in the pdf.
Allowing to choose singolarly for every metadata (or group of metadata)
what is the information to show in the pdf.
But i don't know it there is a policy on how to produce an enhancement
or how to fund for that enhancement.
