Since the logo represents the organization, wouldn't it make much more sense to use the gmx:FileName for the gco:CharacterString in an organisationName element??

the logo has nothing to to with contactInstructions....

Good point, Stephen.

We choose contact instructions because it's probably not used so often
in metadata records so it will minimize the work to add logo to
existing metadata records. If you want to use organisationName it will
be easy to configure.

This is a change in the GeoNetwork trunk that will promote a convention for where the information goes in metadata records. Is it really more work to add a new element than to rename an existing element from gco:CharacterString to gmx:FileName? The information should be in a place that makes logical sense-- ISO metadata is hard enough to understand as it is.
I guess while I'm on the soapbox, I might as well point out that gmx:Anchor would be more useful to use (also in the CharacterString substitution group), with the link in an href, and then the xlink:title could be 'icon' or something like that to make what's going on clearer...
