I would be interested in comments on the proposal I have written on
the wiki. It is essentially a way to manage configurations for
multiple target deployment platforms without having to repeat multiple
configuration options and still be able to easily upgrade to new
versions of geonetwork.
The proposal page is:

and I have attached patches that are tested (and have tests) and work
