The idea is fairly simple 
: Websites want to include subsets of relevant GeoNetwork data to their website and want to pre-select relevant data.
We add a service that allows a member of a specific group to select metadata records and assign a custom keyword to them. He can than build his specific set of keywords and related relevant metadata.
What we probably have to create for this is:

an additional user group, similar to the intranet and internet groups called something like āVirtual_setā that allows a data owner to decide if a metadata can be used to assign keywords to.

a related table that allows to store metadata ID, Group, Keyword

a search that selects records based on these keywords-group combination
There are obviously some pros and cons:
Pro: - effective search for relevant data due to moderation

keywords entered by the data owner may not match the vocabulary used by specific user communities while the data is still very relevant for them. In this way these communities assign their own keywords.

Cons: - Maintenance. Moderation depends on people doing it. Maybe there should be a more open way to assign keywords (let the community do so) and let an administrator for that group validate suggestions. (this will be more work). This will prevent new data from not being indexed.

Distributed searches can not use the feature, except probably when we start harvesting metadata from other servers, or we think of some other way of storing references to the metadata (a URL instead of a metadata ID !?)

I would suggest to the Geonetwork team, to consider the implementation of a on line tool allowing to build up in max 2 or 3 hours an āāapplication Geonetwork interfaceāā;
Such āāapplication Geonetwork interfaceāā would allows any user group having already a web site ( e.g. desertification but also biodiversity ,GLCN etcā¦there are so many ā¦), to search according to its own thematic keywords and framework, all the Geonetwork data of its interest.
Practically , such a tool would need to allow to index on line by the web master of the user group , any subselection of Geonetwork data, from the Geonetwork data base, according to user defined thematic key words;
I spoke with Jeroen about it and he seemed to like the idea, and assessed the workload to one week of development.
I strongly recommend to have this development done to promote the Geonetwork data and network, and to facilitate SDRN ( and others) applications geonetwork interfaces ;
