Summary: templates in metadata.create.form not indexed properly
Initial Comment:
Templates cannot be retrieved because metadata does not appear to be indexed properly for lucene to pick up which metadata records are templates and which are not.
Symptom: end up with blank list of templates in the metadata creation pull down despite being a member of group that can view the template!
Fix: force indexing of metadata in DataManager constructor.
Affected file: org/fao/geonet/kernel/DataManager.java in DataManager constructor.
