#1031: cannot edit missing metadata fields

I am using a nightly build of GN 2.8 (from about 10 days ago) and the new
metadata editor (I think it's javascript based.)

I cannot edit some blank fields in a metadata entry. It seems the elements
I cannot edit contain gco:nilReason="missing". When adding information to
these fields, shouldn't gco:nilReason="missing" be removed and the new
value added? Is this a bug or am I missing the proper method?
