If the gmd:name does not exist within a gmd:CI_OnlineResource it cannot be
added.

The interface seems to allow adding it however when saving the document it
always gets set back to null.

This seems to work correctly for the iso 19139 profile.

Comment:

I'm no longer able to reproduce the error. As there have been several
fixes related to the "file for download" option of the online resource.
I'm assuming that one of those fixes also fixed this issues. So I'm
marking it as invalid.
