#338: INSPIRE search criteria / add support for other EU language

Search criteria for INSPIRE themes only support english keywords (even if
search criteria are translated in search interface).
Extend it to support catalogue having not only english metadata records.
Suggestions:
1. at search time: use all translations (or at least the one used in
metadata records for the node) for the search.
2. at indexing time : add all translations for INSPIRE themes (or at least
all used for the catalogue interface)
3. at editing time : add translation of INSPIRE themes in metadata record
(see #326). This will not solve the issue if multilingual metadata are not
created.
