#498: Element context is ignored for helperList

When metadata.xsl looks up content from /root/gui/strings/helperList it
finds the set of all helper entries from all labels.xml entries which
match the element name.
There is no filtering by context.
This means that labelling by context is incompatible with helper lists.

Is this fixed in the following versions or not?
I applied to patch to 2.8 and now there are no helpers at all.
