CSW harvester uses PropertyIsEqualTo on 'Free Text' search criteria unless
user uses wildcard character '%' - however PropertyIsEqualTo is not useful
for 'Free Text' search. Some CSW servers throw an exception if
PropertyIsEqualTo is used on 'free text' search which may make GeoNetwork
users think that the CSW harvester is not interoperable with these
servers.
