The main benefit of this patch is to make it possible to declare overrides
for files like config-gui.xml. WIth the addition of this patch, overrides
can be used to configure all xml files loaded by services (guiServices for
example). So you can override strings.xml, config-gui.xml, countries.xml,
etc...

Note: I am working towards being able to reduce the number of settings
used by the maven filters. I will shortly follow up with an option to
override lines in the sql configuration files.
