When you configure and run a OGC WxsHarvester set for WMS 1.3.0 but the
target doesn't support it, a NullpointerException occurs in class
org.fao.geonet.kernel.harvest.harvester.ogcwxs.Harvester, method
addLayerMetadata, line 483.
