#892: Metadata title column is set by extract-subtemplates batch function but
iso19139 does not check geonet:info/title

Extract subtemplates function sets title of subtemplate into metadata
table when inserting extracted subtemplates. When the subtemplate is
viewed/edited this field is extracted as geonet:info/title.
The iso19139 schema subtemplate presentation xslt (metadata-
iso19139-subtemplates.xsl) does not check to see whether geonet:info/title
is set, should do this first before using subtemplate specific operations
to set title.
