ISO 19115 constrains MD_Distribution to contain at least on MD_Format,
clearly the standard thinks that knowing what sort of thing you'll get is
a worthwile thing to know; yet (in most templates) there is no prompt
input the values.
Validates because gco:nillReason is provided.

Comment:
It is not offered for addition to the record in the Default View (which is
a view that tries to keep the number of fields to a minimum) but it will
show in 'flattened' form if already present.
It is available for addition in the advanced view though - move to the
'Distribution' tab - you'll see an option to add 'Distribution format' and
the full nesting if a format is already present.
