Thanks for the prod - it was me who promised the bug fix for this problem. The bug came about because of changes to support 19139 parsing we added and it has waited on more changes and testing in our working copy (which is a 2.0.3 version we're releasing as a metadata entry tool supporting 3 Australian profiles of 19115 in 19139 in the next few days).
Our mods to the schema parsing code look good for 19139 now but will probably need to be check people who know FGDC.
I will check FGDC to basic level (ie. it doesn't break) tomorrow (Thursday 13/12) and then commit these changes to the trunk so dc will live, thrive and survive again shortly with the 19139 fixes.
I think the release data is something that needs to be proposed and voted on in the developers group - this is just one fix and others will need to comment on what they want/need to do first.
