Hello,
I work on a European project named Evoltree.
For the need of the project i have to do some customisations on geonetwork.
And i need also to add some supplemental functionalities.
It include :
1- The ability to manage thumbnail with url as like as the online resource
2- A simple workflow to know who have updated a metadata at least, with the
display of the information for the administrators and reviewers
3- A non sensitive cast Geonetwork search engine.
4- Customisation of the Authorisation management. We want that authors and
reviewers can set authorisations for groups they are not member as like as
the administrator.
Maybe some of this customisation can be interesting for the Geonetwork
community.
But to do it, i need to have read access to the head of the Geonetwork CVS.
And for the moment when i take the source head (
geonetwork.cvs.sourceforge.net ) , i get the 2.1.0 alpha release and not the
current 2.1.
I will also create user and administrator documentation for the Geonetwork
2.1 with the Intermap embedded and the Geoserver 1.5.3, and this on the
month coming.(before January)
Maybe that can also be interesting for the geonetwork community.

GeoNetwork source code is available in the SVN as read access for everyone.

You could also get the code from the installer (just tick the checkbox for
source code for that) if you want to start from a stable release.
Keep the devel list up to date to your new developments :!

Please be aware that there is already administrator documentation available in subversion and that an updated user guide is about to be released. This may save you initial work 
Improvements to those are obviously welcome!

Now i see documentation on the directory
Geonetwork/geonetwork/trunk/docs/manuals
So now i will wait the user guide release.
(In fact i haven't seen that this document were already present on the
current release 2.1)
