Is it possible do a conversion of metadata from dublin-core to ISO19139 standard and from fgdc-std to ISO19139 standard, like ISO19115_TO_ISO19139?

Hi Federico,
I can't comment on the FGDC to ISO 19139 but I can comment on the DC to
ISO 19139. We (Australia and New Zealand) tried to do a mapping when we
developed the ANZLIC Metadata Profile of ISO 19115 and ISO 19139.
During that process we found that ISO 19115/19139 was very detailed and
could be mapped into DC general elements. However, when we tried to map
from DC to ISO 19115/19139 we found that it wasn't possible to break up
the general DC elements and map them to the specific ISO 19115/19139
elements. In fact most of the DC elements could map to multiple ISO
19115/19139 elements and hence needed human intervention to determine
which element they should map to.
Having said that, there are some basic elements that do map such as
topic to keyword, title to title, description to abstract, etc.
I don't know of an XSL that does the translation.

For the GEOSS Clearinghouse system we convert any remote FGDC metadata into ISO 19139 on ingest to create the same style records for search. This is done by linking in an XSLT to the ingest routine for our version of GeoNetwork. The XSLT is available from NOAA:
http://www.ncddc.noaa.gov/metadata-standards/metadata-xml/
The conversion does a best-possible (acceptable) mapping between the two standards which are of similar detail.
