Hi Marko,
are you sure the problem is character encoding, not that the font is missing your character ?
Could you give an example of metadata text you want to export to PDF, which does not work ?

I tried to change the font but without success. The problem is with croatian
letters like Č Ć Ž Š Đ, where Ž and Š are shown correctly.
The encoding should be windows-1250.

Seem GeoNetwork should embed the font, otherwise only LATIN1 characters are managed properly.
Going to open a issue to track about this.
