I'm not a PCS member however, I do support such a system. We in Australia use bounding boxes in the Australian Geographic Extent Names (GEN) catalogue file. If you want some data to test your code on, have a look at URL:

http://asdd.ga.gov.au/asdd/profileinfo/anzlic-allgens.xml

There are about 10 categories (CodelistItem) with hundreds, if not thousands, of GENs (gml:description@anonymised.com:id) to choose from. This may help in testing the speed of your interface.

The order of the "|" separated bounding coordinates (gml:description) are north|south|east|west.

This CT_CodelistCatalogue file was developed by Simon Cox and CSIRO associates.

Yes, thats similar to what I had to do as I didn't have a recognised thesaurus
for the regions on the charts I was describing. So I used 'id' attribute of gmd:EX_GeographicBoundingBox like this to identify each box:
