I suspect I am in a similar situation to you, i.e. I need to add some values ASAP (without necessarily waiting for this extension to the official endorsed by ANZLIC). However, I've noted your point about needing to get this extension to the code list officially endorsed by ANZLIC. To this end I've discussed with Richard and would be interested in your thoughts about how we might get this official endorsement... From what I understand, there is some reference to the extended code list via http://asdd.ga.gov.au/asdd/profileinfo/ - however, this extended code list has not (yet) been coded into XML.

That codeList extension was a result of an email thread that I sent out to the ozmeta-l and asdi-l lists a year or two ago. These were the two lists that I know of that would get to the largest spatial metadata community. Unfortunately the ozmeta-l list has closed and I believe that the asdi-l list is expected to close. Hence we will not have a national or even Australasian discussion list to discuss these matters. I'm keen to see how ANZLIC intends to address this matter but that is another issue ... ;--)
There may be an archive of that email thread on the ANZLIC or ERIN web sites.
The resulting code list is at URL:

Look at the sixth dot point in the second numbered list on that page. It is identified as "Geoscience Australia's ScopeCode codelist ..." because we did not develop a profile (as we should have done but we had no where to register it so it wasn't worth doing) and that it was not officially endorsed by ANZLIC. I needed to add some values ASAP and so I went to the spatial metadata community to get approval. There was no objection to the added values and definitions.
The format is in ISO 19139 CT_CodelistCatalogue XML format. This is the official way of providing and extending codeLists. You could add more content to a copy of this and make it available on your own we site. If you don't make it publically available on a web site then people will not be able to validate the MD_ScopeCode values in metadata that uses your new list.
However this will not address the issue of getting it into GeoNetwork. I will leave that to others.
I'm sorry that this is a bit more technical than you wanted but it has to be for it to work properly.
