How nice to run into you again in this forum; it's been a number of years
since we've talked.
FGDC has long planned to release a shareware tool for transforming FGDC
metadata into ISO metadata, and the clouds are finally beginning to clear
from the horizon. The approach will be one of providing XSLT-based logic
that converts from FGDC.XML (that produced by the USGS shareware tool 'mp')
into ISO.XML that conforms to the "final" release of the ISO-19139 schema.
I am working on this project, and recommend you "stay tuned" to the FGDC
website for more "official" discussion of this tool.
Several developments make the release of this tool likely in the
not-too-distant future.
1. The May and June schemas posted at http://eden.ign.fr/xsd/isotc211
appear to be the "targets" for actual release by ISO. A current "test"
version of the XSLT is based on the ISO-19139PDTS schema, and is being
updated with these target schema in mind.
2. FGDC is working with Canada on a "North American Profile" of ISO
metadata and, as part of that effort, is working to iron out remaining
ambiguities in "matching" FGDC elements with ISO elements. The XSLT file
will be targeted to conform to this profile, for which a next draft should
be completed in late September.
It may be safe to project that the XSLT work can be completed once the
schema and profile are stabilized, and some testing can be done. Once that
is done, you might consider using these shareware tools to transform from
FGDC to ISO-19139 format, and use GeoNetwork tools for importing.

Hi Bruce,
This is excellent and in fact what I am hoping for after receiving news from Doug Nebert on this! I hope we can integrate your XSLT file into GeoNetwork and have a user convert FGDC documents on the fly when importing.
Andrea is working on improving the import/ harvesting procedures. GeoNetwork 2.1 will have a very nice interface to harvest metadata from a Web Accessible Folder, and such a transformation will be one of the options also for that process (it already is available on batch import in GN 2.0, put the XSLT in the …/web/xsl/batch-import folder and restart GeoNetwork before trying another batch import. The XSLT should appear in the drop-down list of the batch import interface). Would be great if you can give it a try using 2.1 alpha code!
