Bulk loading with an empty FileID will generate a new UUID
Bulk loading with an existing UUID will respect the UUID (We generate our own UUIDs)
Reloading the same XML will result in a duplicate UUID (Which is against the rules!)
-It should either reject the XML, or better replace it. Is this a bug or a feature ? What is the rationale?
