I am wondering if there is a rest interface to
setup and configure the provided metada.
Sure there is! 
Until and including version 3.0.x you had the services listed here:

Programmatically you could use the geonetwork-manager java library:
https://github.com/geosolutions-it/geonetwork-manager
In GN version 3 the API has been reorganized; the documentation is created on the fly, so you'll have the list of available operations on any running instance at
http://YOURSERVER/geonetwork/doc/api,
e.g. the main operation groups:
http://maps.aqua.wisc.edu/geonetwork/doc/api/
or e.g.: the operation for adding a metadata record:
http://maps.aqua.wisc.edu/geonetwork/doc/api/#!/records/insertFile
