Are there tools for geonetwork to crawl your file system and import existing XML metadata files? The import tools I found all seemed to not be recursive.
What about creating metadata using GDAL/OGR. I found some stuff that worked with Talend spatial, but nothing geonetwork.

Talend spatial data inventory workspace (
https://github.com/talend-spatial/workspace-metadata-crawler ) is supposed
to work with any CSW-T catalog. It has been tested successfully with
GeoNetwork.
