Hello,
After installing GeoNetwork, I tried to access the main page, however Jetty returns the following error:
Error 404 - Not Found.
No context on this server matched or handled this request.

I don't know what could be happening. I installed a Windows 10 VM image from Microsoft web [1]. Then I've downloaded and installed OpenJDK 8 from AdoptOpenJDK webpage [2]. Finally I've downloaded geonetwork-install-3.10.1-0.jar from SourceForge and I double clicked it. The installer has started and after selecting a target directory where I have write permissions the installer has finished more or less successfully. Last page of the installer is empty as you show in your screenshot, but it has finished and you can click Quit or kill the installer if it doesn't finish. The only thing missing are the shortcut creation step.
If you go to the installation directory, then bin and run startup.bat script GeoNetwork should start and you should be able to access it at http://localhost:8080/geonetwork
