I may well be missing something obvious, so please excuse me if so...
We have put in a few metadata records using a local install. We plan to
switch to the server version (after doing some testing), and had hoped
to export our original records, and then import to the server version,
rather than redoing them.
Is it possible to export to the MEF format from the local install? I
can find where to import, but not export. Reading the "The complete
manual", the only place I can find that explains exporting is using the
GAST tool.
Alternatively - can anyone suggest other methods for this transfer?

The GAST tool is what you want to use at this stage. It will dump all records into MEF files that you can import in the new instance. Skipping the UUID will cause the metadata to be imported into the new system as if it was created on that server.
