Not sure about what you mean, but a sample here with an attribute column
allowing 1,2,3,4,5 as values and the corresponding name and definition :

Depends on what you have. You may have UML diagrams or XSD which may
contains list of values for attributes ? Some time ago we made an ISO19110
QGIS plugin (https://taskman.eionet.europa.eu/issues/70) for helping
analyzing the content of the attributes and populating an ISO19110 records
which could be finalized manually and then loaded in a catalogue (not sure
if it still work with recent QGIS version ?).
At some point, you always have to populate the details manually.

If all more most of the information is stored in a database or spreadsheet
already then you could build an XSLT to auto populate the 19110.
