OK. I fixed my own problem, and it didn't require editing any class files like my previous email suggested.
To get the search to work properly for small regions (where a 1 degree shift makes a difference), just edit /geonetwork/xml/search/lucene-utils.xsl. I removed the +1 and -1 values throughout that file. With some limited testing, it seems to work. This may cause a problem around the poles or int'l date line, or maybe global searches, (I'm not exactly sure why it's there but there could be good reason to handle extreme cases.) However, for small regions like mine, this fix is a necessity.

There was an email sent out last October about the geographic from the AOI having 1 degree added to the boundaries for some reason. As noted there, not a problem for continental scale searching. A big problem for small scale searches. See http://n2.nabble.com/Bounding-box-search-td2014185.html
How do I fix this? The problem code logic is in lucene-core-2.3.0.jar. I don't know which class file. How do I open these class files, edit the code, then recreate the class file? I understand that a jar file is simply a zip file. So, using 7zip/WinZip, I can archive all the class files again and rename to .jar.
Thanks for your help. Without this fix, my users cannot use this function; my AOI is only a couple of degrees in either direction. (http://datamil.delaware.gov/geonetwork/)
