The Geonetwork API we make wide use of is the OGC CSW protocol.http://www.opengeospatial.org/standards/cat
We use this to enable two things:
1. Harvesting between compliant catalogues (eg: ESRI Geoportal, & other Geonetwork catalogues)
2. Cleaner search interfaces. eg:http://www.os2020.org.nz/data-and-reports/ uses a CSW client built into the Silverstripe CMS
http://ei.niwa.co.nz/search/resultset/source/DC/mode/init uses a custom client to query a Geonetwork catalogue.
The advantage of supporting this protocol is the number of existing clients hat are automatically able to connect, enabling a federated network of interoperable catalogues.
Not 100% what you asked for, but perhaps relevant.

I wouldn't say there exist a REST API in GeoNetwork, strictly speaking.
However many of the catalog's functions are accessible through GET and POST
requests, which are described here:
