I encourage you to review the schema and documentation available at
http://eden.ign.fr/xsd/isotc211 .
My own opinion is that the attribute information to which you refer should
be encoded in an XML file that conforms to ISO-19110, and that this is
separate from the ISO-19115. From ISO-19115
MD_metadata.contentinfo.MD_FeaturecatalogueDescription.featurecataloguecitat
ion can provide a citation "link" to an instance of feature catalog
information.
I hope to hear suggestions from others.
