I'm checking the new version of geonetwork deployed in an Apache Tomcat
8.028, but I'm surprised because I can change the language app to any of
the listed languages (Nederlands, English, Francais, Deutsch and Korean),
but this functionality doesn't work for Español (spanish) language.
Have any clue about this issue? I'm very excited to test this new version,
but I really need that the users can change the language to spanish.

Luis, en mi caso yo instalé y configuré la versión 2.10.4 y ocurría que al
pasar al idioma español no toda la herramienta se encuentra traducida, la
mayor parte me tocó traducir las cadenas de texto. Verificando en la versión
actual de geonetwork, existe una instalación realizada por Titellus
(http://apps.titellus.net/geonetwork/) y efectivamente ocurre lo mismo.
Posiblemente se deba a que su traducción al español no esta al 100%, como se
puede ver en la siguiente imagen:
Activating Edge, developer tool, and change language to Espanish on my
GeoNetwork site, I've found a messange indicating error 404 /not found at
file ../catalog/locale/sp-search.json.
So you have to change the names of files located at your GeoNetwork folder
/catalog/locales:
es-search.json -> sp-search.json
es-core.json -> sp-core.json
es-admin.json -> sp-admin.json
es-editor.json -> sp-editor.json
I had this same issue with Portuguese Language, creating pt-core.json and
after realised that system tried to read po-core.json
