Some translations have been very poor. I hope now they are somewhat better,
because I did not translate "word by word" from English into German, but I
thought German and wrote it down like we say. I adjusted some of the
blanks/spaces for a better look of the GUI and changed several capital letters
to lower case letters and the other way round, where it seemed reasonable.
Perhaps somebody could transfer it into the next version of GeoNetwork. I took
the file from GeoNetwork 2.6, stable release. (So probably not the newest
version of them all.)
Concerning the INSPIRE-part there are still English phrases, since I am not sure
up to now, where the phrases are used and whether they are truely saying the
right things (in English).

I uploaded it to my GN 2.6.0. But the German language support is still not
working. Instead of the German language get the English language. Why?

the file works for us, so it should for you as well. You have to make sure
that you are using the correct character-encoding for your server.
If there is an "ö" written in 8859-1 or ansi or xyz, but your server uses
utf-8, you will have a problem. One wrong character in any of the xml-files
and it won´t work any more.
Probably you have simply copied the content of the file? Try it again and
make sure that you copy to utf-8 for example. And then save it to utf-8 or
just the encoding your server needs.
