I get error when try to upload a file with the metadata.
"Service not available
The service "/geonetwork/srv/eng/naturindex.JPG" does not exist or you don't
have privileges to access it. Return to the search page."
What is the right permission for the folders and files inside
/webapp/geonetwork/x ?

Which version of GeoNetwork are you using?
Related to the folders/files permissions, if you use tomcat the tomcat user
should have privileges to read/write in the data folder, that by default is
in geonetwork/WEB-INF/data.

Updates for this error.
The files uploads to the folder, but the error comes when I try to download
them back from the entry(metadata)
Service not available
The service "/geonetwork/srv/eng/filename" does not exist or you don't have
privileges to access it. Return to the search page.
The URL is :
"geonetwork/srv/eng/service-not-allowed?referer=/geonetwork/srv/eng/Desert.jpg"
Maybe is it some config in the Settings?

I tried to upload an online resource with an image and from the metadata
view it downloads properly, the link has this format:
http://localhost:8080/geonetwork/srv/eng/resources.get?uuid=ad3667e0-bd13-4cf4-b99d-06267ac35f63&fname=test.png&access=public
Related to the System Configuration I have the same values as you (it's a
vanilla 3.0.1 installation), the only difference I see is that I'm using
the installer with jetty. Not sure if this can be the difference.
I tried in your server and I get this link:

geonetwork/srv/eng/resources.get?uuid=8b1233d0-96cb-476b-a8c6-7c3609f7e8a5&fname=14_04_potentialOilGas.jpg&access=public
I'm afraid the issue is in the System Configuration > Catalog server, the
value for Host? This value is the IP or server name, but should not have
any http stuff. Update this and check to upload a new file in a metadata.
