Hi,
Is it possible to add more layers to the geonetwork hierarchy of users and
groups? For example, with a geonetwork installation used by multiple
organisations, it would be useful to represent that in the hierarchy. In
other words, organisations would contain groups, and groups would contain
users.
Can this be done? Are there any proposals to include this functionality?
Alternatively, what's the best practice for dealing with multi-organisation
installations?

There was long time ago a similar proposal (
http://trac.osgeo.org/geonetwork/wiki/Organization), but never get done
afaik.

Not sure if this can work for your case, but in GN3 there's a multinode
mode where a single webapp can manage several catalog portals for different
organisations. Check here:
