Oscar,
the server you used is not a GN CSW. Excat is a catalogue implemented by Dutch National Space Agency. But I am glad that you could harvest this Excat at Alterra, as this is one of the catalogue nodes that we harvest from the dutch Geoportal that is running on GN.

Finally I managed to harvest from one server:
http://www.geodata.alterra.nl/excat/csw?request=GetCapabilities&service=CSW
CSW 2.0.2, and I guess they might be using GeoNetwork 2.x. I don't know why
this worked and other GNs didn't (as CSW).
Any other server I've tried (deegree, ArcIMS, Ionic, ...) failed, most of
them with an exception when searching. Other servers failed because of the
Capabilities document.
Regarding your server, yes, I tried it, but it failed too. How did I manage
to find your server? Just searched in Google "inurl:GetCapabilities + csw"
