I think that a comment field along with the star rating would be a good
idea. I have seen something similar on other feed back systems such as,
the Ubuntu Software Centre interface.
If the user is willing to make a rating, via the stars, then the user
may also wish to make a comment on why they have made that rating. Eg. a
comment on the metadata or the data. This would "kill two birds with one
stone". It will allow someone to make comments on any of the
information, data or metadata, without affecting the metadata record
itself. It wouldn't be appropriate for any user to be able to edit the
metadata but they may suggest changes to the metadata or data.
I see great use of the ability to not only turn on ratings, in the
administration interface, but also allow comments to be added to that
rating. There should also be a method of allowing all logged in users to
be able to list all the comments about the metadata for which these
users are responsible.
This later functionality would allow any comments about suggested
changes to the metadata to be addressed in the metadata record by the
appropriate administrator, reviewer, editor etc. or allow an
administrator to suggest to editors that they may need to address
certain issues with their metadata.

I think some widely-used metadata standards contain sections where the
quality of the data can be described. Of course this is quite something
else than having a facility for users to give public feedback. Also, you
have a good point about differentiating with the quality of the *meta*data
-- that is not addressed by that. The existing rating system, as you hint,
is more of like anonymous Like-button, and doesn't make clear what that is
really about.
