I'm new to GeoNetwork and so have done a vanilla install of version 2.1
on Windows Vista Business.
The install went very smoothly and the only modification I made was to
Jetty.xml where I switched the port from 8080 to 8083.
I then went to http://localhost:8083/geonetwork and got the front page
with an image map of the world under "Where" with a progress indicator
moving across it. Once the progress indicator stopped the image map
disappeared to be replaced by a red dotted outline with a red cross in
the top left hand corner. Refreshing the page causes the image map to
flash back on briefly but I've not yet been able to get it to stay or be
replaced by a dynamic map.
The same behaviour is seen in both Internet Explorer 7.0.6000.16512 and
Mozilla Firefox 2.0.0.7.
Any hints on what I should look at to try and resolve this are greatly
appreciated.

Thanks for your email. Yes, most likely the cause is in the local GeoServer layers that can not be found anymore. We didn't have time to ensure the port configuration would work throughout. Check the geonetwork/web/intermap/WEB-INF/mapServers.xml file for the default layers. These both point to http://localhost:8080/geoserver/wms . Just change the port there. Sorry for the inconvenience.
