I understand your concerns about the changes.
Also depends on the type of reports you're developing, if are text reports
similar to the ones provided in
http://SERVER/geonetwork/srv/eng/admin.console#reports, that are not
changed.
But sure statistics on search/content available in
http://SERVER/geonetwork/srv/eng/admin.console#/dashboard have change so
now is used Elastic Search/Kibana. I don't know the flexibility of this
option, as for now I haven't check it in detail.
About Apache Zeppelin I need to check what kind of integrations have for
example with Lucene or Elastic Search (in the future we want to migrate
indexing to ES), as at least the content statistics use most of the
information from the index. Can be an interesting option to evaluate and
develop, but requires also some project willing to support the development
of such feature.

On the other hand it's bad because any effort put in making custom reports
in 3.2.x will be wasted if/when we move to 3.4.x.
I am beginning to feel as if I would prefer to isolate this side of things
from Geonetwork to give me the flexibility of adding custom reports
whenever the customer wants, without worrying that everything is going to
change in the next version, and also potentially having to make changes in
java files so I have to recompile and redeploy.
What several of our customers are asking for is total flexibility to
analyse the metadata and create dashboards from it- so Apache Zeppelin
seems like a good approach.
