ISO 19115 is implemented into XML using ISO 19139. ISO 19139 defines the
gco:boolean element as type xs:boolean. The definition of an xs:boolean type
is:
"An instance of a datatype that is defined as boolean can have the following
legal literals {true, false, 1, 0}."
Therefore, the only values available are "true", "false", "1" or "0". Hence
the INSPIRE use is incorrect unless INSPIRE has redefined the XML
implementation of the boolean type.

value "2 or 3" on
