Yep - however have you tried searching for and then selecting the metadata you wanted to transfer and using the 'New Owner' operation in 'Actions on selected set'? Its already in GN 2.4 so no need to add functions/change java.
It will transfer ownership to editors, user admins, content reviewers etc
It is also tolerant when operating on records that are not owned by the person doing the 'New owner' operation (it skips them) so your search can be quite loose. So for example to transfer records from one editor to another, you could just log in as the editor whose records you want to transfer, search for all records in the editors group and then select all records and do a 'New Owner' - only those records which are owned by that editor will be transferred to the new owner and ownerGroup.
This could be made a little more direct by adding some more search options to the 'Restrict To' box in the advanced search.
Let me know if I've misunderstood what you had in mind.

Could it be possible to, at least, make it configurable for next geonetwork release ? I don't like much changing java source code if I can avoid it...
