I don't well understand what you mean.
I copied gonetwork directory in a folder in the server and added a context
tag in server.xml. Before that, I have configured with gast application the
database source, where metadata are sotred.
There is other way to do GN works in a tomcat server???

hi Francesco,
you may get this error if you accidentally started GeoNetwork from its
repository directory, not its installation directory. At least when using
Jetty to run it.
As you're running in Tomcat, could it be you did not produce an installed
environment to deploy, but you deployed the repo directory just-like-that ?
