This is not directly an answer to your specific question but a more general comment on simpler data entry & query tools.
My organisation is developing a "postcard" tool, with subject areas on a tab based form, like what, who, where, when, etc to provide a less complex GUI to interact with. This is not yet complete, nor (yet) available externally.
Another agency I work with has developed a different front end to the underlying catalogue
see: http://www.geodata.govt.nz and reused at (query only) http://www.os2020.org.nz/data-and-reports/. This is built into the Open Source Silverstripe CMS, and is freely reuseable
In Australia there is the ANZMEST Lite interface, and the xMET inteface.
So in my experience, most places that seek to simplify the interface are using a completely different front end, using CSW or other supported protocol to communicate with the underlying Geonetwork catalogue.
I'm not sure if this might prove an easier way to build a simpler interface.
