First question: Are there any plans for geonetwork in order to offer a SOAP
interface according to CSW 2.0.2 standard?
Second question: what about harvesting from CSW-SOAP compliant nodes?

Please refer to the manual on page 87 where SOAP support is discussed for responses/requests on GeoNetwork services.
