The windows .exe installer for the 1.3.0-RC1 WCS experiment appears
not to defer to the JAVA_HOME evnv. variable. I just installed the 1.3
stable on the same machine and it recognized the variable.

Just sent message regarding JAVA_HOME env. var.
I installed it a second time and it recognized the evn. var.
dunno...but it seems to have worked the second time.
