Hi all,
we have cut 1.4.0rc3 and we'll announce release shortly.
Please, since we want to release it as 1.4.0 (mostly) unchanged,
do not commit changes on it, or, if you think they are critical,
have at least two other developers review changes.
Only accepted changes from now on are documentation
