Windows exe has now been manually generated (thanks to Larry Shaffer), and is ready for testing.

Installs fine onto windows 7, could use a test on windows 10 if someone has a VM. Windows 10 cares more about signing.

Asked on “the spatial community” and Erik Friesen was able to test on windows 10 and confirm it installs without incident. We are good to go on the windows side.
