Starting to define and choose appearances for the various levels in the GeoServer application.
These levels will show up in the css styles, and will feature slightly different layouts and color choices.

- used for lock control, reports on data status, log access
- warm background

- used for Global, Contact, WMS, WFS, Validation
- cool background
"data"
- used to set up DataStore, Namespace, FeatureTypes
- gray background
